Minutes of the Ordinance Subcommittee of the Newtown Legislative Council

Meeting held on Wednesday, September 2, 2009, at 7:00 p.m.

Present:  Francis G. Pennarola, Chairman; Patricia Lodra; Jan Brooks; Joseph Hemingway; John Aureilia; Bob Tait; and Gary Davis

1.      Discussion of proposed Sustainable Energy Commission Ordinance.

        The Chairman had previously circulated a draft of a proposed Sustainable Energy Commission Ordinance based on materials supplied by Ted Kreinik.   After some discussion, it was agreed that Mr. Kreinik and other members of the Energy Task Force would be invited to an upcoming meeting.

2.      Discussion and possible action on the proposed Retiree Medical Trust Ordinance.  

        Bob Tait explained the need for the ordinance to establish the Trust.  It was agreed that the matter would be continued to the next meeting.

3.      Discussion of the Amendment to the Commission on Aging Ordinance.

        This is an amendment suggested by the Finance Director, Bob Tait, with the concurrence of the Commission on Aging and is designed to centralize check writing in the hands of the Finance Director and First Selectman.  No policy change as to the use or restriction on funds is contemplated.  It was agreed that it would be scheduled for a public hearing.

4.      Discussion and the possible action on the Amendment to the Park and Recreation Ordinance.

        The proposed amendment was previously circulated and is similar to the change proposed for the Commission on Aging Ordinance.  It is intended to centralize check writing with no policy changes.  It was agreed that it would be scheduled for a public hearing.

No votes were taken on any of the actions.

The meeting was adjourned at 7:30.
